Interpretation of policy change on recycled plastic

Firstly, Mr. Fan introduced the background of plastic recycling policy in China. Global plastic production was around 0.299 billion tons in 2013, and China occupied around 24.8%. China government paid much attention to plastic industrial development. 

Then he proposed suggestions to recycled plastic import policy orientation and plastic recycling development direction in China. As for import policy of recycled plastics, Mr. Fan proposed four suggestions: 1. Make further segment for the Hs code of imported plastics and import products with high added value. 2. Compressing companies importing plastics (within 1,000) is good for generating scaled effect. 3. Implement professional import policy for companies that have high dependency on imported recycled plastics or leading companies. 4. Guide recycled plastics importing companies playing more role in recycled plastic industrial chain. In view of the recycling and consumption of recycled plastics, domestic players face four problems: backward equipment, low high-quality rate, lack of industrial standard, and serious secondary pollution.
